layout.html not working

layout.html is no longer working. I added tags to change to white text on black background.
I have since done a clean install of Win7, reinstalled FFDL 0.5.1, then copied over layout.html. It doesn't work, stories get saved as black text on white background, and there's no color tags in the HTML files.
